Best Budget Local AI PC Under $1,000 (August 2026 Parts List)

The classic budget local-AI build — used RTX 3090, 64GB of DDR5, clean Linux install — cost about $1,000 in 2025. In August 2026 the 3090 alone lists $1,000-1,300 used and the 64GB kit alone runs about $875. That build is now a $2,000 build. We repriced every component to find the parts list that still fits under $1,000 today, and the honest answer is that none does — the only machine left under the budget is a complete unified-memory box with the memory soldered in at pre-spike prices.

Updated August 11, 2026 for the memory shortage. Every parts list you will find for this query was priced before the DRAM spike. Ours was too, until we repriced it.

  • The classic build is dead at this budget. Used RTX 3090 + 64GB DDR5 is now roughly a $2,000 build, not a $1,000 one.
  • No parts list clears $1,000 anymore. Even the stripped-down 12GB build lands around $1,250-1,600 once you price every component at August 2026 street. We show it below because it is the cheapest CUDA path, not because it meets the budget.
  • Best under $1,000 overall, and now the only thing that fits: a complete unified-memory machine, such as the Mac mini M4 at $799. The memory is the part that got expensive, and these have it soldered in at pre-spike prices.
  • What you cannot have for $1,000 in 2026: 24GB of VRAM, 64GB of DDR5, a 70B model, or a self-built PC of any kind.

The finding that reset this guide

A note on the 3090 number, because the sources disagree and we would rather say so than pick the flattering one. Several buying guides still published in 2026 quote $650-750 for a used 3090. The live price trackers we checked on August 11, 2026 do not: eBay US fair asking range came in at $1,202-1,296 with a market average of $1,248, one tracker listed recent used sales around $1,000, and the observed spread was $1,000-1,500. Our read is that the $650-750 figures are stale copy carried forward from 2025. Check a live tracker the day you buy — but do not budget on $700.

The parts list, and what it really costs now

This is a working machine, not a compromise disguised as one. It runs a local coding agent.

Add that up and it does not fit under $1,000 either. With the Arc B580 it lands around $1,250-1,300; with the RTX 3060 it lands around $1,270-1,600. Prices are August 2026 street estimates and are moving weekly — treat them as a planning figure, not a quote.

We are leaving the parts list up because it is still the cheapest NVIDIA/CUDA-capable path and people will build it anyway. But we are not going to pretend it clears the headline budget. As of August 2026 there is no parts list that builds a useful local-AI PC for under $1,000. The only machine that actually meets this article’s title is a complete unified-memory box — the Mac mini M4 at $799 — which is exactly the finding the next section is about. If your budget is a hard $1,000 and your tooling does not require CUDA, stop reading the table and buy the complete machine.

The two places people overspend on this build: the CPU and the case. Local inference on a dedicated GPU is bound by VRAM capacity and memory bandwidth. A faster CPU changes almost nothing until you start offloading MoE layers to system RAM — and if that is your plan, read llama.cpp MoE offload flags explained before you buy anything, because the flags matter more than the silicon.

The two budget cards worth buying right now:

  • MSI RTX 3060 12GB — the cheapest 12GB entry point. Runs 8B at Q4 with room for context.
  • MSI RTX 4060 Ti 16GB — 16GB opens up 14B-class models. The better buy if the budget stretches.
  • Mac mini M4 — the no-parts-list option, memory included at pre-spike pricing.

What about the RTX 5060 Ti 16GB?

It should be the obvious pick and it is not, because of the gap between its MSRP and its street price.

The 5060 Ti 16GB launched at a $429 MSRP and was widely written up as the best new sub-$500 AI GPU of 2026. In August 2026 we found it at $570 (lowest US retailer), $589 on Amazon, and $749.95 for the GIGABYTE Gaming OC — with one report of a $805 median, 88% above launch MSRP. Mid-range RTX 50 cards were hit hard by the memory pass-through.

So: a great card at $429, a mediocre value at $750. The MSRP is the number every article quotes and the number nobody pays. If you find it near $500, buy it over the 4060 Ti. Above $600, the 4060 Ti 16GB does the same 16GB job for less.

The case for skipping the parts list entirely

Here is the argument this site did not make a year ago.

The component that got expensive is memory. It is more than 80% of a GPU’s bill of materials and it is the entire story on DIMM pricing. Unified-memory machines — Mac mini, Strix Halo mini PCs — bundle their memory at prices set before the spike and only partially adjusted since. Apple raised Mac mini pricing 33% in June 2026, to a $799 entry. DIMMs moved several times that.

So at the under-$1,000 tier specifically, a complete machine with memory included is competing very well against a box of parts where you buy the memory at spot.

What you give up, honestly:

  • CUDA. A great deal of local-AI tooling assumes NVIDIA. Apple silicon needs MLX or GGUF builds, and coverage has gaps — see MLX model coverage on Apple Silicon.
  • Upgradeability. Soldered memory is soldered. If prices normalize in 2028, the PC owner adds RAM and the Mac owner buys a new Mac.
  • Raw throughput. A dedicated GPU still beats unified memory on tokens/sec at the same capacity.

That is a real tradeoff, not a lean. If your tooling needs CUDA, build the PC, accept 32GB, and accept that it costs about $1,300 rather than $1,000 — CUDA compatibility is the thing you are paying the premium for.

What this machine actually runs

Do not buy on capacity alone — buy on what fits. With 12-16GB VRAM and 32GB system RAM:

  • Comfortable: 8B-14B models at Q4_K_M, which covers most coding-assistant work
  • Workable with MoE offload: 27-35B MoE models with a few active billion params
  • Not happening: 70B at any quant worth using
